Constitution of the Secretariat of the Working Committee for the Accreditation of Medical Education, the Ministry of Education

I  General Provisions

i The Secretariat of the Working Committee for the Accreditation of Medical Education, Ministry of Education (the Secretariat) is the secretariat under the Working Committee for the Accreditation of Medical Education, Ministry of Education (WCAME), which is responsible for the daily operation of the Committee. The Secretariat is based at the Peking University Health Science Center.

ii The Secretariat upholds the leadership of the Communist Party of China, adheres to the guidance of Xi Jinping's Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress, keeps firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, strengthens confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely upholds General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely upholds the Party Central Committee’s authority and its centralized, unified leadership.

iii Under the guidance of the WCAME, the Secretariat is engaged in the daily operation of the WCAME, to continuously promote and improve the accreditation system of medical education with Chinese characteristics and internationally substantial equivalence. Its main task is to implement the resolutions and work arrangements of the WCAME and to coordinate the accreditation activities of medical education. It is responsible for the management of daily affairs, such as accreditation visits, internal system, funding, conference, international exchange and cooperation, to continuously promote the institutionalization and standardization of accreditation in medical education.

Organization

iv The Secretariat consists of the Secretariat Administration Office and the Secretariat Working Group.

vThe Secretariat has one Secretary-General, one Deputy Secretaries-General if necessary, a number of members of the Secretariat Working Group, and a number of staff in the Secretariat Office.

III  Functions

vi The main duties of the Secretariat include:

(a) Coordination among the WCAME, the Expert Committee for the Accreditation of Medical Education of the MOE, the relevant ministries and commissions, medical schools, and the international accreditation-related institutions.

(b) Collection and collation of information for standards revision, to facilitate a comprehensive, systematic, operational and appropriate standards revision.

(c) The daily operation for the accreditation of medical programs, and establishment of a standardized accreditation workflow according to the requirements of the Guidelines for Accreditation of Medical Education.

(d) Collection, transmission and archiving of related materials of accreditation complaints and review.

(e) Establishment of a database of accreditation experts and organization of regular   experts training.

(f) Organization, liaison and coordination of the WCAME’s various activities, including organizing regular working meetings of the WCAME, conducting communication at home and abroad regarding accreditation, and organizing seminars.

(g) Building and maintenance of the WCAME official website, to strengthen information exchange and expand the influence of accreditation of medical education and the WCAME.

(h) Collection, collation, classification and keeping of the documents related to the accreditation of medical education.

(i) Management of relevant funds for the accreditation of medical education.

(j) Management of the official seals and all the assets (including intangible assets) of the WCAME.

(k) Other tasks assigned by the WCAME.

vii Rights and obligations of members of the Secretariat :

(a)  Attending the working meeting of the Secretariat and having the right to know and vote;

(b)  Participating in various activities organized by the Secretariat;

(c)  Completing the work assigned by the WCAME and the Secretariat on time;

(d)  Putting forward advice and suggestions on the work related to the accreditation of medical education;

(e)  Observing all the work disciplines of the Secretariat.

IV  Work System

viii The Secretariat shall hold at least two plenary meetings each year, which shall be convened by the Secretary-General. The plenary meeting is valid only when two thirds or more of the members attend. Members of the Secretariat should attend the plenary meeting on time. A leave of absence letter is required for being unable to attend the meeting.

ix The main contents of the plenary meeting include:

(a) Drafting the annual work report of the WCAME;

(b) Drafting the annual work plan of the WCAME;

(c) Discussing and optimizing the accreditation procedures and working documents;

(d) Collecting and discussing the recommendations for the revision of accreditation standards;

(e) Collecting and handling complaints and appeals in the accreditation process;

(f) Discussing other matters that require collective decision-making.

x The Secretariat may adjust the members of the Secretariat Working Group according to the actual situation, which takes effect after the deliberation by the plenary meeting and the approval by the WCAME, including but not limited to the following:

(a) The members are absent from the plenary meeting of the Secretariat for two consecutive sessions;

(b) Members are unable to perform their duties due to work changes or other personal reasons.

V Supplementary Provisions

xi The additions, deletions and modifications to any articles of this Constitution are subject to the discussion and approval by the plenary meeting of the Secretariat Working Group.

xii This Constitution takes effect on the date of release and the previous version of the Constitution is expired. The Secretariat Working Group reserves the right to interpret.
