The Working Committee for the Accreditation of
Medical Education of the Ministry of Education (WCAME) conducts accreditation
of basic medical education programs according to the Standards
for Basic Medical Education and Guidelines for Accreditation of Basic Medical
Education. This complaint policy
is formulated in order to protect the rights of all relevant stakeholders to
exercise complaints, and to maintain the openness, fairness and impartiality of
the accreditation procedures and results.
I The Complaints
Agency
i The Secretariat of the Working Committee for the
Accreditation of Medical Education of the Ministry of Education (hereinafter
referred to as the Secretariat) is responsible for the collection, transmission
and archiving of complaints.
ii The Expert Committee for Medical Education of the
Ministry of Education(ECME) or the WCAME is responsible for accepting
complaints. In the process of complaints handling, the principle of avoidance of conflicts of interest shall be followed.
iii Any units’ or individual complaints
against accredited school for violating accreditation policies or not
truthfully reflecting the situation of the situation of its medical education
programs, etc.
iv Any units’ or individual complaints against the WCAME
or assessment teams for violating accreditation procedures, job specifications
or disciplines, etc.
III The Complaint Procedure
i File a complaint
1. The unit or individual submits a written
complaint to the Secretariat, including the Form of Complaints on
Accreditation of Medical Education and relevant supporting materials, which
can elaborate the complaint and reasons.
2. Unit’s complaints shall be stamped with official
seals, and individual complaints shall be signed with the real name and basic
information, while anonymous complaints will not be accepted.
3. The Secretariat requests the complainant to fill
in The Authorization to Allow Disclosure of Complaints, which agrees to
disclose the written complaint materials to the units or individuals involved
in the investigation. According to the principle of confidentiality, the names
of the complaining units and individuals will be hidden when the content of the
complaint is disclosed.
The Secretariat will conduct a preliminary review
of the written complaints and, if necessary, the Secretariat will contact the
complainant or the unit to provide other supporting materials.
Complaints against accredited school for violating
accreditation regulations or not truthfully reflecting the situation of its
medical education programs.
(a) The complaints against accredited school for
violating regulations related to accreditation (such as the preparation of the
accreditation affects the normal teaching arrangements, etc.) will be handled
and fed back by the WCAME.
(b) For the complaints against accredited school
for not truthfully reflecting the situation of its medical education programs,
the Secretariat shall submit the written complaint materials to the assessment
team and/or WCAME for reference.
① If the Secretariat receives a complaint after
accepting the application for accreditation of the school, WCAME will conduct a
preliminary visit to the school as appropriate;
② If the complaints are received during the site visit,
WCAME will appoint the site visit assessment team to conduct an investigation
and refer to it during the visit;
③ If the complaints are
received at the review stage of the accreditation decisions, the WCAME will
re-deliberate the situation of the school and vote to determine its
accreditation decision at its decision-making meeting site;
④ If the
complaints are received during the validity period of the accreditation, the WCAME
will organize a return visit as appropriate.
2. Complaints against WCAME or assessment team for
violating accreditation procedures, job specifications or discipline
(a) Complaints against the WCAME for violating
accreditation procedures or job specifications will be handled and reported
back by the ECME.
(b) Complaints against assessment team for
violating job specifications or discipline will be handled and fed back by the WCAME.
IV Appendix
i The
addition, deletion and modification to this policy shall be discussed and
approved at the plenary meeting of the WCAME.
Ii These policies shall come into force on the date of promulgation and the right of interpretation shall be vested in WCAME.
