Ⅰ General Provisions
i. The Working Committee for the Accreditation of Medical Education of the Ministry of Education (WCAME) is a specialized agency established by the Ministry of Education (MOE) to organize and carry out the national accreditation of medical education.
ii.The WCAME upholds the leadership of the Communist Party of China(CPC), adheres to the guidance of Xi Jinping's Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress, keeps firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, strengthens confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely upholds General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely upholds the Party Central Committee’s authority and its centralized, unified leadership.
iii. The WCAME is dedicated to establishing a national accreditation system with Chinese characteristics, which is equivalent to the international practice, and implementing the accreditation of medical education programs, to ensure the quality of medical education, promote its comprehensive reform, improve the quality of medical graduates, and facilitate the implementation of Healthy China Initiative.
Ⅱ Organization
iv. The WCAME consists of one director, several vice directors and members, and one secretary-general.
v. The WCAME has a secretariat, consisting of a secretariat office and a working group, responsible for the Committee’s daily operation.
Ⅲ Functions
vi. Main Duties of the WCAME
(a)Stipulating and improving the standards and procedures for the accreditation of medical education programs;
(b)Organizing and implementing the assessment of medical education programs;
(c)Carrying out international cooperation related to accreditation;
(d)Carrying out relevant research on the accreditation of medical education programs ;
(e)Providing guidance to medical schools on the accreditation of medical education programs;
(f)Undertaking relevant tasks entrusted by the MOE.
vii. Rights and Obligations of Committee Members
(a)Attending the Committee meetings and having the right to deliberate, vote and know;
(b)Participating in various activities organized by the WCAME;
(c)Completing the work assigned by the WCAME on time;
(d)Giving advice and suggestions related to the accreditation of medical education;
(e)Abiding by the disciplines of the WCAME.
viii. Duties of the Director
(a)Being fully responsible for the development and management of the WCAME;
(b)Convening and hosting the WCAME meeting;
(c)Organizing to formulate the annual work plan of the WCAME;
(d)Performing other duties conferred by the WCAME.
ix. Duties of the Deputy Director
(a)Assisting the Director to finish the assigned tasks;
(b)Performing relevant duties entrusted by the director;
(c)Performing other duties conferred by the WCAME.
Ⅳ Working System
x. The WCAME holds at least one plenary meeting each year, convened by the director or the deputy director entrusted by the director. It is valid for the attendance of two-thirds or more of the Committee members. Committee members should attend the plenary meetings on time. A leave of absence letter is required for being unable to attend the meeting.
xi. Main Contents of a Plenary Meeting
(a)Deliberating the annual work report of the WCAME;
(b)Deliberating the annual work plan of the WCAME;
(c)Deliberating the decisions of accreditation for medical program of medical schools;
(d)Handling the feedback and appeals from the accreditation process;
(e)Deliberating other matters that require collective decision-making.
xii. The WCAME may adjust the committee members according to the actual situation, which takes effect after the deliberation by the plenary meeting and the submission and approval by the MOE, including but not limited to the following:
(a)Committee members are absent from the plenary meeting for two consecutive sessions;
(b)Committee members are unable to perform their duties due to work changes or other personal reasons.
Ⅴ Supplementary Provisions
xiii. The additions, deletions or modifications to any articles of this Constitution are subject to the discussion and approval by the plenary meeting of the WCAME.
xiv. This Constitution takes effect on the date of release. The WCAME reserves the right to interpret.
