The 2019 Training Conference of Assessors on Accreditation of Medical Education of Ministry of Education Ended

On 24July, the 2019 training conference of assessors on accreditation of medical education of ministry of medical education, hosted by the Working Committee for the Accreditation of Medical Education (WCAME), was held in Beijing Xijiao Hotel. Leaderships of the Ministry of Education and Higher Education Evaluation Center of the Ministry of Education, as well as more than 170 experts from schools across the country attended this conference. Lin Huiqing, former deputy minister of the Ministry of Education, director of Expert Committee for Medical Education of Ministry of Education and honorary director of National Center for Health Professionals Education Development (NCHPED), Fan Wei, director of Higher Education Evaluation Center of the Ministry of Education delivered keynote speeches. Wang Weimin, director of WCAME, deputy director of Peking University Health Science Center (PKUHSC) and executive deputy director of NCHPED hosted this conference.

Director Lin Huiqing delivered speeches at the beginning, highly appreciating the remarkable results achieved in the accreditation of medical education in our country and the important role accreditation played in the development of medical education. She proposed that a more developed and student-centered system of accreditation of medical education with international standards be established, expecting its continuous contribution made in the reform of medical education.

Fan Wei, director of Higher Education Evaluation Center of the Ministry of Education, delivered a speech themed on the guiding concepts, basic principle and data-first in accreditation. Director Fan stated that accreditation should be based on the guiding concepts of being responsible to the country and answerable to the school, conform to the basic principle of student-centered, result-oriented and continuous improved efforts. Finally, director Fan emphasized the significance of WFME Recognition Program for establishing an accreditation system of medical education which was in line with Chinese characteristics and international standards.

Prof. Wang Weimin then reported on WFME Recognition Program and the guidelines of accreditation of medical education. Prof. Wang introduced WFME and the recognition program standards of WFME. The schedule for WCAME to receive the recognition of WFME and current progress were also presented by Prof. Wang, who as well elaborated on the 2019 guidelines of accreditation of basic medical education from the aspects of progress and procedures of accreditation and key points of expert inspection.

Based on the three subjects in the seminar, experts discussed Basic Medical Education in China: Clinical Medicine Program (2016 Standards). A leading report and the following discussion were designed for each subject, constituting a platform for experts across the country to communicate face to face and to share their practical experience in concerning critical fields.

·Seminar 1: Missions and objects, Governance and administration, Reform and development

Prof. Wen Liyang, adviser to WCAME and former Vice Principal of Tongji Medical University, gave a report entitled Learning New Standards and Studying Observation Points, in which he interpreted the key observation points of the Missions and objects, Governance and administration, Reform and development of 2016 Standards.

Discussion part was hosted by Prof. Wen Liyang, and Prof. Ke Yang of Peking University, Prof. Wang Weiping of Fudan University, Prof. Gui Yonghao, Executive Vice Principal of Fudan University, Prof. Wen Deliang, Principal of China Medical University, Prof. Lv Fan, Party Secretary of Wenzhou Medical University and Prof. Ma Jianhui, Deputy Party Secretary of Huazhong University of Science and Technology were invited as guests. Main topics in this discussion included the basis of mission of school-running, the relation between the mission and the strategic demand of the country, the aim of training medical education program, the medical education management of the comprehensive university, the relation between the main body designing the mission of school-running and the management system of the school, the problem of vagueness in self-evaluation report and the thoughts on revising and improving the standards. Experts were actively involved in the discussion.

·Seminar 2: Education programme, Assessment of students and Programme evaluation

In the leading report, Prof. Wang Weimin introduced the observation points and connotation of the Basic Standards and Quality Development Standards in e Education programme, Assessment of students and programme evaluation, and incisively interpreted some observation points and concepts based on typical cases in accreditation.

Discussion was hosted by Prof. Wang Weimin, and Prof. Sun Baozhi of China Medical University, Prof. Lv Zhaofeng of Capital Medical University, Prof. Lu Yingqing of Fudan University, Prof. Yang Mianhua from Shantou University and Prof. Shao Li, director of Medical School of Shanghai Jiaotong University were invited to discuss the relation between educational programme and teaching programme, the balance of undergraduate curriculum design, the distribution of teaching time spent in clerkship and internship, the connotation and basis of integrated courses, the examination in internship period, the form of after-department examination, the subject of education evaluation and the means and feedback of curriculum evaluation. Targeted at these topics, the discussion part progressed heatedly and fruitfully.

·Seminar 3: Students, Academic Staff/Faculty, Educational resources and Scientific researches

Prof. Cao Depin of Harbin Medical University clearly summarized and expounded the contents, key points and main embodiment of the standards for Students, Academic Staff/Faculty, Educational resources and Scientific researches Starting from the connotation of the standards and based on the experience of accreditation, he provided a good reference for the field inspection of experts.

In the discussion part, Prof. Chi Baorong of Jilin University, Prof. Huang Gang, Principal of Shanghai University of Medicine&Health Sciences, Prof. Cui Huixian, Principal of Hebei Medical University, Prof. Xiao Haipeng, Vice Principal of Sun Yat-sen University were invited to focus their discussion on the standards for the above four fields. They also closely communicated with present experts on the main body and principle of enrollment planning, faculty training and evaluation, faculty structure, resource input and effect evaluation of faculty development, allocation and balance of resources in education and teaching, depth and utilization of information construction, the relation between research and teaching and their mutual promotion and the participation rate of students in research. This part was hosted by Prof. Cao Depin.

Training Conference of Assessors on Accreditation of Medical Education is aimed at building up platforms for the communication of medical education and facilitating the experience exchange among experts, whose ultimate goal is to encourage the spirit of striving for a promising future of the medical education in China.
