The first session of the new term of Working Committee for the Accreditation of Medical Education of MOE held

On March 15th to 16th, 2019, the first session of the new term of Working Committee for the Accreditation of Medical Education of MOE（WCAME）was held in Xijiao Hotel Beijing.

More than 60 participants attended the meeting. They are including Wang Qiming, vice director of Higher Education Department of Ministry of Education, Fan Wei, director of Higher Education Teaching Evaluation Center of Ministry of Education, Gao Bin, director of the Agriculture, Forestry and Medical Education division of the Department of Higher Education of the Ministry of Education, Zhang Yong, director of the Accreditation Department of Higher Education Teaching Evaluation Center of Ministry of Education, committee members of new term of Working Committee for the Accreditation of Medical Education of MOE, counselors and members of the secretariat working group of the Working Committee and the leaders or deputy leaders of Medical Education Accreditation group from 16 colleges and universities in 2018.

Mr. Wang Qiming, vice director of Higher Education Department of Ministry of Education gave a speech.

He expressed his warm congratulation to the new term of Working Committee for the Accreditation of Medical Education of MOE and thanked the participating experts for their contributions to Chinese medical education and to the system of its accreditation.

Then he delivered his speech on three aspects of the key points of the higher education reform, the emphases of the medical education reform and the accreditation working.

First, it was important to implement the reform of Higher Education, to study the spirit of National Education Conference and National Conference on Basic Education, to adhere to “put basic education first” and to promote the “four return”.

Second, it was necessary to further implement the reform of medical education, to deepen the collaboration with industry of medicine and education, to promote the reform and development of medical education, to establish a clinical medical training system as the main of “5+3” and to improve the ability of innovative development of medical education in the new era.

Third, it was vital to continue to do well in accreditation work, to establish and improve the three-level accreditation system on medical education, to accelerate medical education accreditation, to strengthen the international communication and cooperation on medical education accreditation and to establish a medical education accreditation system with Chinese characteristics and international substantive equivalent.

Mrs. Fan Wei, director of Higher Education Teaching Evaluation Center of Ministry of Education, delivered a speech which point that the Higher Education Department of Ministry of Education, the Evaluation Center and the Working Committee should form a “united front”.

Whether the Program 2.0 of Excellent Doctor Education and Training, the “double ten thousand plan” and “golden majors and golden classes” or the accreditation working, its core was “stand upright on one’s two legs between heaven and earth”. “To heaven” meant to cultivate the top medical talents who represented the highest level of Chinese medicine and leading the development of Chinese medicine. “To earth” meant to guarantee the bottom line of medical colleges and universities to normal operate.

On the afternoon of 15th, the experts discussed Standards for Basic Medical Education in China(the 2016 Revision).

Professor Wang Weimin, director of the Working Committee and vice president of Peking University Health Science Center, delivered a keynote speech on the revision of standards for basic medical and judgement of the achievement of indicators. Wang pointed that further materialize the key elements of Standards and achievements of indictors are one of the choices for accreditation working from empiricism to scientism, combining ten years’ experience in medical education accreditation working.

Wen Liyang, former vice president of Tongji Medical University, explained the new requirement and several key elements about 2016 revision Standards and pointed the new standards should reflect new theories and requirements. He also explained the several key elements from basic standards and developmental standards.

Subsequently, the participating experts were divided into four groups and a heated discussion was held around the clinical medical of basic education standards and key elements of indicators.

In the evening of 15th, the Working Committee held Committee Member Meeting. The participating members discussed the regulations of Working Committee for the Accreditation of Medical Education of MOE, Guidelines for the Accreditation of Basic Medical Education(2018) and relevant accreditation work about WFME. They also deliberated the decision of 2018 annual medical education accreditation validity extension and the list members of advisory group and new secretariat working group of the Working Committee.

On the morning of 16th, Mr. Gao Bing, director of the Agriculture, Forestry and Medical Education division of the Department of Higher Education of the Ministry of Education, read out the decision from Ministry of Education to establish new term of Working Committee for the Accreditation of Medical Education.

Professor Wang Weimin, Director of the Working Committee, read out the list members of advisory group and secretariat working group of the Working Committee.

Then Professor Wang, gave a report on the theme of “Internal stability, External Symbiosis”. He reported on the inheritance and development of Chinese medical education accreditation from three aspects which including the development and achievements of medical education accreditation, the position and value of Chinese medical education accreditation and future work about accreditation. Finally, he arranged the 2019 medical education accreditation work.

Next, the expert representatives from each accreditation team reported the working conditions of accreditation for medical education program in 16 college and universities in 2018. They are Nanjing University, Inner Mongolia Medical University, Shihezi University, Three Gorges University, Huzhou Univrsity, Weifang Medical Univrsity, Xi'an Jiaotong University, Sichuan University, Harbin Medical University, Zhengzhou University, Xinxiang Medical University, Hebei University of Engineering, Zunyi Medical University(the original name: Zunyi Medical College), Jishou University, Jinan University and North Sichuan Medical College.

The participating committee members discussed the suggestions of the accreditation result for each school and made a conclusion on it.

Three generations of medical educators offered advice and wisdom for the development of Chinese medical education. The meeting was ended in a warm atmosphere.
